Obama plan consent FOCA

The way I understand the Freedom of Choice Act (FOCA) is that *any* & *all* abortions will be legal w/ no say-so given to the states. I also understand it would negate any and all parental notification laws as well as the morality clause that allows doctors/pharmacists/hospitals/etc to opt out of providing abortions [ go to Youtube.com ]
