LC 0359 does nothing to pay for the medical costs to the victims purposefully injured by people like Davis. Instead, LC 0359 seeks to make sure that the medical bills of criminals like Davis will be 100 % totally paid for by the law-abiding, innocent taxpayers of whatever county he decides to victimize.
